Project Overview

In 1996 New Jersey Transit Corporation entered into a public-private-partnership and awarded a 15 year, $1.1 billion design-build-operate-maintain (DBOM) contract to a single contractor, 21st Century Rail—a Washington Division led, project-specific company that included a Joint Venture of Kinkisharyo USA and Itochu Rail Car Inc.

The project scope was increased to add additional work resulting in a $1.8 billion contract, and an additional 5 years of operations to extend O&M to 20 years total. 

Highlights & Accomplishments:

We have consistently met or exceeded performance standards. In fact, in the first quarter of 2007 Washington Division achieved a benchmark record of 20 days with 100 percent on-time performance.

HBLRT has brought considerable commercial and residential development to portions of the Hudson River waterfront.

  • The completion of Minimum Operating System (MOS-1) brought 14 million square feet of commercial space, four hotels, and 5,000 new residential units along the line in Jersey City with major new residential and office developments continuing to be built every year.
  • Since opening for revenue service in April 2000, more than 100 companies have moved into the area and approximately 30,000 jobs have been created. 

The completion of MOS-2 North has continued the remarkable economic rebirth of the Hudson County Waterfront through Hoboken and Weehawken.

  • In Hoboken the presence of light rail stations encouraged the complete transformation of the formerly abandoned industrial west side of Hoboken into a thriving residential and commercial area. Similar growth in property value and economic growth occur all along the line.
