Project Overview
Washington Division was awarded an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide transmission line restoration services in Iraq.
Scope included:
- Restoring and energizing the 223 km Baghdad West to Haditha 400 kV transmission line.
- Restoring and energizing the 230 km Baghdad West to Bayji Unit #2 400 kV transmission line.
- Furnishing, installing and commissioning the necessary equipment and material at the Haditha and Baghdad West Substations to enable the stations to transmit and receive power via this line.
Washington Division provided all engineering, design, procurement, construction management, construction, testing, and commissioning to repair and/or replace damaged transmission lines and substation components in order to restore the two lines to operation.
Efforts included services necessary to remove mines and unexploded ordinance in the transmission line corridor and the vicinity of work sites to provide security for work crews, materials, equipment, and repaired facilities.
Scope included:
- Mobilization to site and establishment of camps in Iraq.
- Removal of 290 damaged towers, conductor, shield wire, insulators and hardware.
- Renovation and/or installation of over 360 steel lattice towers and associated foundations.
- Renovation and/or installation of 1800 km of phase conductors and over 540 km of shield wire.
- Replacement of v-string glass insulators and hardware assemblies.
- Grounding restoration.
Highlights & Accomplishments:
- Official commendation by US Army for quality and cost control of Washington Division's work.
- Over 3 million T&D work hours and 1 million SCADA work hours without lost time accident.
- Division safety record in Iraq achieved 9.5 million work hours without a days away accident.
- Exceeded Small Business utilization goals.
This work involved over 1,000 km of transmission lines and was part of our overall IDIQ T&D contract for Iraq reconstruction. Additional work included over 40 medium and high voltage substations.
At peak, Washington Division supervised 5,000 Iraqi locals, had full security responsibility, and trained hundred of Iraqis in facilities operations and maintenance. Typical direct hire payroll included 700 to 800 Iraqis.
Washington Division designed and installed a country-wide automated monitoring and control system (SCADA), linking almost 200 cities. All work was undertaken under hazardous war time conditions.
