Washington Division maintains a Supplier Diversity Program with three distinct program elements that satisfy Federal, Department Of Transportation, and Private Sector contracting requirements. Our program is administered on a client-by-client basis across six business units: Power, Infrastructure, Mining, Industrial/Process, Defense, and Energy & Environment.
Important Notice
Federally Funded Contracts: Washington Division total revenue approached $3.4 billion at the close of 2006. Approximately 51 percent ($1.7 billion) of our consolidated revenue was derived from contracts funded by the U.S. government, primarily the U.S. Department of Defense (DOD) and Department of Energy (DOE). U.S. Government-funded contracts mandate a Small Business Program consistent with public law, the Federal Acquisition Regulations (FAR Parts 19 and 26) and SBA
certification requirements. Washington Division utilizes the Central Contractor Registration (CCR) database (http://www.ccr.gov), as the primary repository for over 431,000 prime contractors, subcontractors, and suppliers registered to do business with the federal government. Effective January 1, 2004, registration in CCR is mandatory for payments under federal contracting guidelines.
U.S. Department of Transportation (DOT) Contracts: Transportation-related projects (FAA, FWHA and FTA) contributed 11.6 percent ($395.7 million) to total revenue. DOT-funded contracts are administered in accordance with public law on a state-by-state basis and adhere to the Disadvantaged Business Enterprise (DBE) Program requirements established by the Code of Federal Regulations, Title 49, Subtitle A, Part 26. Generally, program goals as well as MWBE certification
requirements are established annually through Unified Certification Programs administered at the state level by the Department of Transportation.
Private-Sector Contracts: Private-sector supplier-diversity requirements are unique to each client and negotiated on a contract-by-contract basis. Private-sector diversity goals are generally regional in nature with socioeconomic objectives determined on behalf of each client relative to project location and local market conditions. Washington Division maintains a Division membership with the National Minority Supplier Development Council and augments its membership with local and regional memberships accordingly.
(International operations, contributing approximately 21 percent of 2006 total revenue, are generally considered outside the scope of our Supplier Diversity Program.)
Awards and Commendations:* Washington Division’s reputation as an industry leader in the support and effective utilization of small and disadvantage business concerns is reflected in the awards and commendations the company has received from government agencies and regional minority councils, including the U.S. Small Business Administration’s (SBA) Dwight D. Eisenhower Award in 2000, 2002, and 2004.
Mentor-Protégé Programs: Washington Division has been active in Mentor-Protégé Programs (DOD, DOE and SBA) and received the DOD Nunn Perry Award in 1997 and 2001 for Mentor-Protégé efforts.
